  Licenses and Registrations

  BOATS - All boats are to be registered at the State Police Barracks in Milford or a DMV Sub-station.

  HUNTING AND FISHING - New Hampshire hunting and fishing licenses are available at County Stores.

  DOGS - All dogs 3 months and older must be licensed by May 1st of each year. A penalty of $1.00 is assessed for each month overdue. License costs $9.00 males/females, $6.50 altered/spayed. Rabies certificate and Spay/Neuter Certificate must be presented at time of licensing.

Dog Control Ordinance
Adopted March 1972

I. Running at large is prohibited: It shall be unlawful to permit any dog to run at large. “At Large” shall be intended to mean off the premises of the owner or the keeper, and not under the control of the owner or a responsible person. It shall be unlawful for any female dog in heat to run at large or be off the premises of the owner or keeper.

II. Restraint of Dogs. Dogs while confined to owner’s premises shall be kept so in a humane and safe manner having a maximum freedom and in no way to permit undue hardship on the animal, with water always available. 

III. Penalties: Any owner found violating any provision of this ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of a minimum of $25.00 for each offense.

AUTO REGISTRATION
 
New Registrations
If you are a new resident to the state you must obtain a NH Driver's license and Automobile Registration (plates) within 60 days of moving into the State. (NH RSA261:45 & NH RSA 263:35).

You will begin the registration process at the Town Clerk's office. It is required that you bring in proof of identification such as a driver's license and two (2) proofs of residency such as a current utility bill, closing statement on a new home, lease agreement, payroll check, etc.

You will also need to bring your out of state TITLE to the Town Clerk's office where your NH title application and registration forms will be prepared. At the Town Clerk's office you will pay a motor vehicle permit fee based on the list price. A state registration fee will be paid based on the GVW of the vehicle at which time you will receive your plates.

  1. There are two exceptions to the above procedure:

    If your title is being held by a Lienholder, bring your current registration to the Town Clerk’s office along with the current mileage of the vehicle and the exact name and address of the Lienholder. A title application will be prepared by the Town Clerk’s office, which you will forward to the NH Title bureau.  The Title Bureau will then swap a NH Title for the foreign state title with your Lienholder. You will not be able to register your vehicle until you receive a letter from the Title Bureau informing you that the title swap has occurred.  An exception to this transaction is made when your current out of state registration and/or your automobile insurance will expire within 20 days of the day you come into the office. A sixty day registration can be issued in this circumstance, giving the State of NH time to obtain the out of state title from your Lienholder.

  2. Vehicles 15 years of age or older are not tiled in New Hampshire: therefore you will need to bring the out of state title OR the current registration along with a completed VIN Verification Form 19A (available at the Town Clerk's Office) to obtain a New Hamphire registration.


Renewal Registrations
Residents must present current registration(s) for the vehicle(s) they wish to renew.

Transfer of NH Plates.
In order to transfer plates from a currently NH registered vehicle, the first name must be the same, and it is mandatory, (RSA261:66), to have the current registration for that vehicle so it can be turned into the state upon transfer.

New Resident Registrations
New Residents from within the state must provide the current registration and proof of residency. New residents from out of state must provide the current registration proof of residency and the title or the lien holder information (name & address) for any vehicle.

  MARRIAGE LICENSES - A couple getting married in the State of New Hampshire may apply for their marriage license in any Town Clerk's office in the state. They must provide proof of identity and age (the bride and groom must be at least 18 years of age.) A state driver's license is sufficient in most cases. If either of the contracting parties has been previously married, that person must provide a certified copy of a divorce/annulment decree, the death certificate of a deceased spouse or a civil union dissolution.

The license is valid for 90 days from the date of issue. There is no waiting period and a blood test is not required. The fee for the license is $45.00

Both applicants must appear together and fill out an application worksheet upon arrival. After the marriage occurs, the officiant completes the license and returns it to the Town or City of application, after which they may obtain a certified copy of the marriage certificate. The fee for the certificate is $12.00 for the first copy and $8.00 for any additional copies purchased at the same time.

  CIVIL UNIONS - New Hampshire Civil Union Law became effective on January 1, 2008.

A couple wishing to join together in a Civil Union may apply for a Civil Union license in any Town Clerk's office in the state. There is no residency requirement for a NH civil union. The couple must provide proof of age and identification (both must be at least 18 years of age.) A state driver's license is sufficient in most cases. If either party has been previoulsy married or entered in a civil union, that person must provide a certified copy of a divorce/annulment decree or a death certificate of a deceased spouse. Proof of a dissolved prior civil union must also be provided. The license is valid for 90 days from the date of issue and the fee is $45.00

After the civil union occurs the officiant completes the license and returns it to the Town or City of application, after which they may obtain a certified copy of the civil union certificate. The fee for the certified copy is $12.00 for the first copy and $8.00 for any additional copies purchased at the same time.

  VOTER REGISTRATION - All US citizens who live in Milford can register to vote at this office. You must present a picture ID, proof of residence , birth certificate or passport, and naturalization papers if not born a US citizen.

 Vital Records - The Town Clerk is responsible for the recording of all events that occur in the Town. Vital events include marriages, civil unions, deaths and births are only accessible to immediate family members. Per New Hampshire state law, vital records are considered closed records and are only accessible to immediate family members.

Copies of vital records for births, marriages and deaths dating from 1988 to present are available at the Town Clerk's office, regardless of where in the State of NH the event took place. Copies of vital records for events occurring prior to 1988 must be obtained through the town or city clerk's office where the event took place.

Fees - Certified copy fees are $12.00 for the first copy of the record and $8.00 for each additional copy requested at the same time. Checks are payable to the Town of Milford. We accept cash or check only. A fee of $12.00 is collected even if the requested record is not on file with this office.

Positive identification must be shown in order to obtain copies of vital records. Please be prepared to present ID when making requests in person. If sending a request through the mail, a copy of your ID must be sent with the request.
